NASA's Project Life-Cycle NASA's project development process is split into 2 primary phases: formulation, which incorporates planning and technology validation, and implementation, which is where the spacecraft is built, launched, and operated. A project progresses through sub-phases, subject to both management and technical review points. KDP = key decision point, made by NASA management. SDR/MDR = system definition review/mission definition review; PDR = preliminary design review; CDR = critical design review; SIR = system integration review, all of which are technical reviews.
