ESA Member States ESA’s Member States in dark blue form the Council of Ministers for the agency. These countries are Austria, Belgium, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Luxembourg, Netherlands, Norway, Poland, Portugal, Romania, Spain, Sweden, Switzerland, and the United Kingdom. Canada, inset in gray, also sits on the Council and plays an active role in many ESA missions. ESA
