No NASA Operating Plan Yet

As reported last week, it looks like NASA is going to "reprogram" nearly the entire amount of extra funding Congress appropriated to the Planetary Science Division this year to support unrelated projects. This is highly unusual step by the agency, and in clear defiance to the will of Congress on this issue.
Our reporting was based on a leaked draft of the operating plan, the internal document that details exactly how NASA will spend its funding during the fiscal year. This is not a public document.
Our best sources have told us that the official version has still not been delivered. The rumors about reprogramming remain just rumors (though good ones).
